Illinois Department of Commerce & Economic Opportunity

The Office of Business Development provides free and confidential services to companies seeking to locate or expand in Illinois. Their focus is to retain and create jobs in Illinois by marketing to existing businesses - encouraging them to reinvest and create more jobs for Illinois citizens - and new businesses - inviting them to relocate, invest, and create new jobs.

The Illinois Department of Commerce also administers a portfolio of tax incentives, grants, and programs to help companies develop, redevelop, expand, locate, and relocate to Illinois. Illinois offers a highly competitive suite of incentives that may be available, including tax credits based on job creation; Enterprise Zone and High Impact Business (HIB) designations; Tax Increment Financing (TIF); workforce recruitment and training resources; nontraditional loans; and roadway, rail, and infrastructure support.


I-39 Logistics Corridor

The I-39 Logistics Corridor Organization is comprised of communities within the logistics corridor. Rochelle along with other Economic Development Organizations form part of the I-39 Organization working diligently helping industries connect to the proximity vital for logistics, manufacturing, company headquarters, raw materials, and resources.


Blackhawk Hills Regional Council

BHRC is the entity designated as an Economic Development District (EDD). The purpose of the EDD program is to accelerate overall economic development planning on a regional basis and use all applicable federal, state, and local agencies, groups, and organizations to implement the plan(s). BHRC maintains the region's Comprehensive Economic Development Strategy (CEDS), which includes shared goals in efforts to improve the community and economic development in Northwest Illinois.


Greater Rochelle Economic Development Corporation

The Greater Rochelle Economic Development Corporation (GREDCO) – Is a main partner of the City of Rochelle. Their purpose is to help promote and grow the industrial base in Rochelle by streamlining the site preparation and railroad expansion efforts.

Illinois Small Business Development Center at Waubonsee Community College

Through the SBDC, small business owners, both prospective and existing, can obtain essential management, marketing, and financial coaching. We offer no-cost one-on-one coaching and a wide variety of low-cost events and workshops to help make your business a success.
